Experts David Beers David Beers is a senior fellow at the Center of Financial Stability, where he focuses on sovereign debt issues. He is also an advisor to the Emerging Markets Investors Alliance, a non-profit organization supported by institutional investors promoting good governance and sustainable development. Between 2014 and 2021, David was special adviser to the Bank of England (BoE)’s International and Markets Directorates, where he worked on sovereign debt, IMF, China, and Euro Area policy issues. He was also a member of the Bank’s Credit Ratings Advisory Committee, which reviews the internal credit ratings assigned to the Bank’s financial counterparties. While at the BoE, he was also a member of the private sector/Bank Ad Hoc Working Group on GDP-linked bonds, which studied the feasibility of introducing such instruments. In 2012-2013, David was special adviser to Governor Mark Carney at the Bank of Canada (BoC), where he worked on financial stability and monetary policy matters. Before that, In 1993-2011, he led Standard & Poor’s global team of analysts responsible for sovereign and international public finance credit ratings and research.Earlier, he worked at Salomon Brothers and Bankers Trust. As a Bank of England pensioner, David continues to lead development of the BoC-BoE sovereign default database, a unique public dataset launched in 2014 and updated annually quantifying defaults on all sovereign debt owed to official and private creditors since 1960. David holds an MSc from the London School of Economics and Political Science and a BA from the University of Virginia. |
